        Amends the Juvenile Court Act of 1987. Adds provisions concerning      
   objections to the court's  jurisdiction.   In  proceedings  concerning      
   abused,  neglected,  or  dependent  minors, requires the court to make      
   certain written statements supporting its finding that it  is  in  the      
   minor's  best  interests  to  prescribe shelter care.  Adds provisions      
   concerning service of process,  including  provision  for  service  by      
   publication.  Makes other changes.  Amends the Code of Civil Procedure      
   to make an objection to jurisdiction as provided in the Juvenile Court      
   Act  an  exception to the rule that every appearance prior to judgment      
   not in compliance with the Code's requirements for special appearances      
   is a general appearance and not a special appearance.
