        Amends  the   Illinois   Insurance   Code,   Health   Maintenance      
   Organization   Act,  Limited  Health  Service  Organization  Act,  and      
   Voluntary Health Services Plans Act to prohibit the denial of coverage      
   to an individual solely because the individual is  being  treated  for      
   drug abuse.                                                                 
          FISCAL NOTE (Dept. of Insurance)                                     
          HB 1686 will have no fiscal impact on the Dept.                      
          STATE MANDATES FISCAL NOTE                                           
          In the opinion of DCCA, HB 1686 fails to create a State mandate
