        Amends the Civil Administrative Code of Illinois  concerning  the      
   powers  of  the  Department of Commerce and Community Affairs.  Adds a      
   caption.

          HB1436 fails to create a State mandate.                              
          FISCAL NOTE (DCCA)                                                   
          HB1436  imposes no additional requirements and does not have a
