Makes it unlawful to instigate, aid, participate in the earnings from, or intentionally allow a place to be used for the shooting, killing, or wounding with a firearm or other deadly weapon of any bird or mammal that is tied, caged, or otherwise intentionally confined in a man-made enclosure.
