          Proposes to amend the Executive Article of  the  Illinois
      Constitution.    Eliminates  the  office  of  the  Treasurer.
      Provides  that the Comptroller shall (i) maintain the State's
      central fiscal accounts and order payments into  and  out  of
      the  accounts,  (ii)  be  responsible for the safekeeping and
      investment of monies and securities  deposited  with  him  or
      her,  and  (iii)  have  the  duties  and  powers  that may be
      prescribed by law.  Effective upon conclusion of the term  of
      the Treasurer elected in 1998.

 1                       SENATE JOINT RESOLUTION
 2                      CONSTITUTIONAL AMENDMENT
 3        RESOLVED, BY THE SENATE OF THE NINETIETH GENERAL ASSEMBLY
 4    OF  THE  STATE  OF  ILLINOIS,  THE  HOUSE  OF REPRESENTATIVES
 5    CONCURRING HEREIN, that  there  shall  be  submitted  to  the
 6    electors  of  the  State  for  adoption  or  rejection at the
 7    general election next occurring at least 6 months  after  the
 8    adoption  of this resolution a proposition to amend Article V
 9    of the Illinois Constitution by changing Sections  1,  3,  7,
10    and 17 and by repealing Section 18 as follows:

12    SECTION 1. OFFICERS
13        The Executive Branch shall include a Governor, Lieutenant
14    Governor,   Attorney   General,   Secretary   of  State,  and
15    Comptroller and Treasurer elected  by  the  electors  of  the
16    State.  They  shall  keep  the  public records and maintain a
17    residence at the seat of government  during  their  terms  of
18    office.

21    SECTION 3. ELIGIBILITY
22        To be eligible to hold the office of Governor, Lieutenant
23    Governor,   Attorney   General,   Secretary   of   State,  or
24    Comptroller or Treasurer, a person must be  a  United  States
25    citizen,  at least 25 years old, and a resident of this State
26    for the three years preceding his or her election.

29    SECTION 7. VACANCIES IN OTHER ELECTIVE OFFICES
30        If  the  Attorney  General,  Secretary   of   State,   or
31    Comptroller  or  Treasurer  fails  to  qualify  or if the his

 1    office becomes vacant, the Governor shall fill the office  by
 2    appointment.  The  appointee  shall  hold  office  until  the
 3    elected officer qualifies or until a successor is elected and
 4    qualified  as may be provided by law and shall not be subject
 5    to removal by the Governor. If the Lieutenant Governor  fails
 6    to  qualify  or  if  the  his office becomes vacant, it shall
 7    remain vacant until the end of the term.

10    SECTION 17. COMPTROLLER - DUTIES
11        The  Comptroller,  in  accordance  with  law,  shall  (i)
12    maintain the  State's  central  fiscal  accounts,  and  order
13    payments  into  and  out of the accounts, (ii) be responsible
14    for the safekeeping and investment of monies  and  securities
15    deposited  with  him  or her, and for their disbursement, and
16    (iii) have the duties and powers that may  be  prescribed  by
17    law funds held by the Treasurer.

20    SECTION 18. TREASURER - DUTIES (REPEALED)
21        The   Treasurer,   in   accordance  with  law,  shall  be
22    responsible for the safekeeping and investment of monies  and
23    securities  deposited  with  him,  and for their disbursement
24    upon order of the Comptroller.

26                              SCHEDULE
27        This  Constitutional  Amendment  takes  effect  upon  the
28    conclusion of the term of the Treasurer elected in 1998.
