      210 ILCS 45/3A-101
          Amends the Nursing Home Care Act to extend  the  date  to
      June  30,  1999  (from  June  30,  1997)  for a pilot project
      concerning  testing  a  single  survey  process  for  nursing
      facilities.  Effective immediately.

 1        AN ACT to amend the Nursing Home  Care  Act  by  changing
 2    Section 3A-101.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Nursing  Home  Care  Act  is  amended  by
 6    changing Section 3A-101 as follows:
 7        (210 ILCS 45/3A-101)
 8        Sec.  3A-101.   Cooperative arrangements.  Not later than
 9    June 30, 1996, the Department shall enter into  one  or  more
10    cooperative  arrangements  with  the  Illinois  Department of
11    Public Aid, the Department on Aging, the Office of the  State
12    Fire  Marshal,  and  any  other  appropriate  entity  for the
13    purpose of developing a single survey for nursing facilities,
14    including but not limited to facilities  funded  under  Title
15    XVIII  or  Title  XIX  of the federal Social Security Act, or
16    both, which shall be administered and conducted solely by the
17    Department. The Departments  shall  test  the  single  survey
18    process on a pilot basis, with both the Departments of Public
19    Aid  and Public Health represented on the consolidated survey
20    team.  The pilot will sunset June 30, 1999 1997.  After  June
21    30, 1999 1997, unless otherwise determined by the Governor, a
22    single  survey  shall  be  implemented  by  the Department of
23    Public  Health  which  would  not  preclude  staff  from  the
24    Department of  Public  Aid  from  going  on-site  to  nursing
25    facilities  to  perform  necessary  audits  and reviews which
26    shall not replicate the single State agency  survey  required
27    by  this  Act.  This  Article shall not apply to community or
28    intermediate  care   facilities   for   the   developmentally
29    disabled.

 1        Section  99.  Effective date.  This Act takes effect upon
 2    becoming law.
