New Act
Creates the Commission on the Status of Women Act.
Creates an 16 member Commission to study the status of women
in this State and make recommendations for constructive
action in certain areas. Provides that the Commission shall
also study and analyze all facts relating the Illinois laws,
rules, and guidelines with respect to equal protection under
the Illinois Constitution and that the Commission shall
survey activity in the area of status of women carried on by
any commission, agency, or department of the federal
government, any state, or any private organization or
association and may cooperate with any of those entities in
conducting investigations and studies. Allows the Commission
to accept monetary gifts or grants from the federal
government, or an agency of the federal government, any
charitable foundation or professional association, or any
other reputable source for the implementation of any program
necessary or desirable for carrying out the general purposes
of the Commission. Provides that Commission members shall not
receive compensation for their service. Exempts the
Commission from the provisions of the Personnel Code and any
other law concerning State employment. Requires the
Commission to submit an annual report to the Governor and the
General Assembly.

1 AN ACT to create the Commission on the Status of Women.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5 Commission on the Status of Women Act.
6 Section 5. Creation; members. A commission, to be known
7 as the Commission on the Status of Women, is created. The
8 Commission shall consist of 16 members, including: 4 members
9 of the House of Representatives, 2 of which shall be
10 appointed by the Speaker of the House and 2 of which shall be
11 appointed by the Minority Leader of the House; 4 members of
12 the Senate, 2 of which shall be appointed by the President of
13 the Senate and 2 of which shall be appointed by the Minority
14 Leader of the Senate; and 8 members of the public, 2 of which
15 shall be appointed by the Speaker of the House, 2 of which
16 shall be appointed by the Minority Leader of the House, 2 of
17 which shall be appointed by the President of the Senate, and
18 2 of which shall be appointed by the Minority Leader of the
19 Senate.
20 Section 10. Terms. The members of the Commission shall
21 be appointed every 2 years for terms expiring on July 1 of
22 each succeeding odd-numbered year. The public members shall
23 serve until their respective successors are appointed and
24 qualified. The House of Representatives members and the
25 Senate members shall serve until their respective successors
26 are appointed or until the termination of their legislative
27 service, whichever occurs first. Vacancies occurring because
28 of the death or resignation of a member shall be filled by
29 the appointing authority for the group in which the vacancy
30 occurs. The new member shall serve for the remainder of the

1 term of the position that was vacated.
2 Section 15. Compensation. Commission members shall not
3 receive compensation for their services. Commission members
4 shall be reimbursed for necessary expenses incurred in the
5 performance of their duties.
6 Section 20. Organization; rules. The Commission shall,
7 within 30 days after all of the members have been appointed,
8 appoint one member as its Chairperson. A Chairperson shall
9 be appointed every 2 years. The Commission may make any
10 rules for the administration of the Commission that are not
11 inconsistent with this Act.
12 Section 25. Employees and assistants. The Commission
13 may employ any employees or assistants that it deems
14 necessary. The Commission shall not be subject to the
15 Personnel Code or any other law of this State concerning
16 State employment. The employees and assistants of the
17 Commission shall be reimbursed for all actual and necessary
18 traveling expenses and disbursements incurred by them in the
19 discharge of their official duties.
20 Section 30. Offices. The Commission shall maintain an
21 office for the transaction of business in any city in the
22 State that the Commission may designate. The Commission may
23 incur necessary expenses for office furniture, stationary,
24 printing, and other incidental expenses.
25 Section 35. Quorum. Nine members of the Commission
26 shall constitute a quorum for the transaction of business.
27 The concurrence of at least 8 members of the Commission shall
28 be necessary for the Commission to render a determination or
29 decision.

1 Section 40. Studies and recommendations.
2 (a) The Commission shall study the status of women in
3 this State and make recommendations for constructive action
4 in the following areas:
5 (1) Employment policies and practices;
6 (2) Illinois labor laws;
7 (3) Legal rights;
8 (4) The family and employed women;
9 (5) Expanded programs to help women as wives,
10 mothers, and workers;
11 (6) Women as citizen volunteers;
12 (7) Education of women.
13 The Commission shall also study and analyze all facts
14 relating the Illinois laws, rules, and guidelines with
15 respect to equal protection under the Illinois Constitution.
16 (b) The Commission shall survey activity in the area of
17 status of women carried on by any commission, agency, or
18 department of the federal government, any state, or any
19 private organization or association and may cooperate with
20 any of those entities in conducting investigations and
21 studies.
22 Section 45. Gifts and grants. The Commission may accept
23 monetary gifts or grants from the federal government, or an
24 agency of the federal government, any charitable foundation
25 or professional association, or any other reputable source
26 for the implementation of any program necessary or desirable
27 for carrying out the general purposes of the Commission. The
28 gifts and grants shall be held in trust by the Commission and
29 expended in the exercise of its powers and the performance of
30 its duties as prescribed by law.
31 Section 50. Reports and recommendations. On or before
32 February 1 of each year, the Commission shall make a full

1 report of its proceedings for the year ending December 1 to
2 the Governor and members of the General Assembly. The
3 Commission may submit any recommendations pertaining to its
4 affairs as it deems desirable and any recommendations for
5 legislative consideration and action as it deems necessary or
6 desirable with the report.
7 The requirement for reporting to the General Assembly
8 shall be satisfied by filing copies of the report with the
9 Speaker, the Minority Leader, and the Clerk of the House of
10 Representatives; the President, Minority Leader, and
11 Secretary of the Senate; and the Legislative Council as
12 required by Section 3.1 of the General Assembly Organization
13 Act and by filing additional copies with the State Government
14 Report Distribution Center for the General Assembly as is
15 required under subsection (t) of Section 7 of the State
16 Library Act.
