      305 ILCS 5/4-5            from Ch. 23, par. 4-5
          Amends  the  Illinois  Public  Aid  Code.   Requires  the
      Illinois Department of Human Services to provide  instruction
      in parenting skills to every AFDC applicant whose first child
      is  born  within one year before or after the applicant first
      applies for aid. Requires the Department to train caseworkers
      to communicate the availability of this instruction  to  AFDC
      applicants.

 1        AN  ACT to amend the Illinois Public Aid Code by changing
 2    Section 4-5.
 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:
 5        Section  5.   The  Illinois Public Aid Code is amended by
 6    changing Section 4-5 as follows:
 7        (305 ILCS 5/4-5) (from Ch. 23, par. 4-5)
 8        Sec. 4-5. Entitlement to social welfare services.
 9        (a)  Children and  adults  qualified  for  aid  shall  be
10    entitled  to  receive, under Article IX, such rehabilitative,
11    training or other social welfare services as are appropriate.
12        (b)  The Illinois Department shall provide instruction in
13    parenting skills  to  every  applicant  for  aid  under  this
14    Article  whose  first child is born within one year before or
15    after the applicant first  applies  for  aid.   The  Illinois
16    Department may provide the instruction itself or may contract
17    with another entity selected by the applicant and approved by
18    the  Illinois  Department  to  provide  the instruction.  The
19    Illinois Department shall provide appropriate training to its
20    caseworkers to  enable  the  caseworkers  to  communicate  to
21    applicants  for  aid  under this Article the availability and
22    importance of parenting skills instruction.
