 1                          HOUSE RESOLUTION
 2        WHEREAS,  The  members   of   the   Illinois   House   of
 3    Representatives are saddened to learn of the death of Cecelia
 4    Scott Wilkins of Chicago, Illinois; and
 5        WHEREAS,  Cecelia Scott Wilkins was born on May 27, 1910,
 6    to Charles and Mary Scott; she attended  the  Chicago  Public
 7    Schools;  in  1975  she  received  her Bachelor's degree from
 8    Chicago State University, along with her social security; she
 9    received her Master's degree in Education from Chicago  State
10    University in 1979; and
11        WHEREAS,  Cecelia  Scott  Wilkins worked for the Illinois
12    Bureau of Employment Security from 1940-1984,  attaining  the
13    position of Supervisor for Chicago Model Cities; and
14        WHEREAS,  Cecelia  Scott  Wilkins  received  many awards,
15    including: the Alumni Association of Chicago State University
16    Outstanding Service Award; the  Harambee  Humanitarian  Award
17    from  the  Soweto  Center  of  Chicago; the Dedicated Service
18    Award  from  the  Abbott  Park  Community;  the   Exceptional
19    Volunteer   Service   Award   from   United   Charities;  the
20    Appreciation Award from Iota Phi Lambda Sorority in 1990; she
21    was also honored by the Old Timers of Lilydale for  Community
22    Commitment  in  1995;  and  the award for the Park District's
23    Senior Citizen of the Year in 1996; and
24        WHEREAS, Cecelia Scott  Wilkins  became  a  licensed  Lay
25    Eucharistic  Minister  with  St.  Edmund  Episcopal Church in
26    1991; and
27        WHEREAS, Each year  Cecelia  Wilkins  would  hold  "Brag"
28    parties,  where  friends  and families could come together to
29    brag about their successes; and
30        WHEREAS, Cecelia Scott Wilkins was a participant  in  the
31    "We   Care   Role  Model  Program"  for  the  Chicago  Police

 1    Department, the Chicago Public Schools,  and  the  "Kid  Lost
 2    Program"; and
 3        WHEREAS,   Cecelia  Scott  Wilkins  is  survived  by  her
 4    husband, John Wesley Wilkins; her sister, Dr. Cora  L.  Mayo;
 5    her  granddaughters,  Dr.  Carmen  L. Palmer and her husband,
 6    Booker T., and Cecelia P. Seals, RNP, CNM, and  her  husband,
 7    James;   her   great-grandchildren,  Peter,  LaShaun,  Omyia,
 8    Tiffany, and Seth; her  great-great  grandchildren,  Mariyah,
 9    Peter  II,  Ganiyah,  and  Chaunnie Jai; and her godchildren,
10    nieces, nephews, and other relatives and friends;  therefore,
11    be it
12        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
13    NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that  we
14    mourn,  along  with  her  family  and  friends,  the death of
15    Cecelia Scott Wilkins; may they find  peace  and  comfort  in
16    this time of need; and be it further
17        RESOLVED,  That  a  suitable  copy  of this resolution be
18    presented to the family of Cecelia Scott Wilkins.
