 1                          HOUSE RESOLUTION
 2        WHEREAS,  The  members  of  this  Body  are  honored   to
 3    recognize    an   individual   who   has   made   outstanding
 4    contributions to the bench,  bar,  and  society  through  his
 5    service in the judicial system; and
 6        WHEREAS,  It  has  come  to  our  attention  that Justice
 7    Charles E. Freeman of Chicago was named Chief Justice of  the
 8    Illinois Supreme Court on Monday, May 12, 1997; and
 9        WHEREAS,  Charles  Freeman  graduated from Virginia Union
10    University in Richmond with a  Bachelor  of  Arts  degree  in
11    Liberal  Arts  and received his Juris Doctor Degree from John
12    Marshall Law School in Chicago; and
13        WHEREAS, Early in his career, he served as  an  Assistant
14    Attorney  General,  an  Assistant  State's  Attorney,  and an
15    attorney for the Board  of  Election  Commissioners;  he  was
16    appointed   as  an  arbitrator  to  the  Illinois  Industrial
17    Commission and later served as a Commissioner on the Illinois
18    Commerce Commission, having been appointed by  the  Governor;
19    and
20        WHEREAS,  In  1976,  he  was elected to the Circuit Court
21    where he  served  for  ten  years;  he  was  elected  to  the
22    Appellate  Court  in  1986  and has the distinction of having
23    served as the Presiding Judge of the 3rd Division  and  as  a
24    member  of the Executive Committee of the 1st District in the
25    same year; and
26        WHEREAS, Justice Freeman is a member of the  Cook  County
27    and  Illinois  State  Bar Associations, the Illinois Judicial
28    Council, and the Illinois and American Judges'  Associations;
29    and
30        WHEREAS,  He  was  elected on November 6, 1990, the first
31    African-American to serve on the Illinois Supreme Court; and

 1        WHEREAS, Judge Charles E. Freeman has served the judicial
 2    system for many years with competence and  fairness,  earning
 3    him the unequivocal admiration of all those fortunate to know
 4    him; therefore, be it
 5        RESOLVED,   BY   THE  HOUSE  OF  REPRESENTATIVES  OF  THE
 6    NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that  we
 7    congratulate Justice Charles E. Freeman on his appointment as
 8    Chief Justice of the Illinois Supreme Court and extend to him
 9    our  sincere best wishes for continued success in the future;
10    and be it further
11        RESOLVED, That a suitable  copy  of  this  resolution  be
12    presented  to  him  as  an expression of our deep respect and
13    esteem.
