          Amends the Civil Administrative  Code  of  Illinois,  the
      Technology Advancement and Development Act, the Department of
      Natural  Resources  Act,  and the State Finance Act.  Permits
      the Department of Commerce and Community Affairs  to  receive
      funds  to  be  expended  for  programs  assisting  public aid
      recipients, economically disadvantaged and other  youth,  and
      other eligible individuals in obtaining employment skills and
      employment.   Creates the necessary special fund in the State
      treasury.  Renames the Governor's Science Advisory  Committee
      as  the  Illinois  Science and Technology Advisory Committee.
      Effective immediately.

 1        AN ACT concerning State government.
 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:
 4        Section  5.  The Civil Administrative Code of Illinois is
 5    amended by adding Section 46.75 as follows:
 6        (20 ILCS 605/46.75 new)
 7        Sec. 46.75. Federal Workforce Development Fund.
 8        (a)  The Department may  accept  gifts,  grants,  awards,
 9    matching  contributions, interest income, appropriations, and
10    cost sharings from individuals, businesses, governments,  and
11    other  third-party  sources, on terms that the Director deems
12    advisable, for any or all of the following purposes:
13             (1)  to   assist   welfare   recipients,   including
14        recipients  under  the  Temporary  Assistance  to   Needy
15        Families  (TANF) program, to obtain and retain employment
16        and become economically self-sufficient;
17             (2)  to assist economically disadvantaged and  other
18        youth  to  make  a  successful  transition from school to
19        work; and
20             (3)  to  assist  other  individuals   targeted   for
21        services   through   federal   education,  training,  and
22        workforce     development     programs     to      obtain
23        employment-related skills and obtain employment.
24        (b)  The Federal Workforce Development Fund is created as
25    a special fund in the State treasury, and all moneys received
26    under this Section shall be deposited into that Fund.  Moneys
27    in the Federal Workforce Development Fund may be expended for
28    purposes  consistent  with  the  conditions under which those
29    moneys are received, subject to appropriations  made  by  the
30    General Assembly for those purposes.

 1        Section  10.   The Technology Advancement and Development
 2    Act is amended by changing Section 2003 as follows:
 3        (20 ILCS 700/2003) (from Ch. 127, par. 3702-3)
 4        Sec. 2003.  Grant evaluation and amounts.
 5        (a)  The Department  shall  evaluate  grant  applications
 6    based   upon  criteria  provided  under  this  Section.   The
 7    Department shall not award any Challenge Grant  that  is  not
 8    recommended  for  funding  by the Illinois Governor's Science
 9    and  Technology  Advisory  Committee  or  associated  private
10    sector coalition.   In  determining  which  grant  applicants
11    shall  be  awarded  a  Challenge  Grant, the Department shall
12    conduct an evaluation of prior compliance with loan or  grant
13    agreements  for  any grant applicant previously funded by the
14    Department.  In addition, the Department shall  consider  the
15    following   criteria   in   determining  grant  awards:   the
16    relationship of a proposed advanced technology project to the
17    State's  future  economic  growth;  the  qualifications   and
18    expertise  of consultants, firms or organizations undertaking
19    the effort; the potential for leveraging federal  or  private
20    research  dollars, or both, for the initiative; the extent of
21    the capacity of the applicant or the applicant partnership or
22    consortium to  finance  the  initiative;  the  potential  for
23    adapting,  commercializing  or  adopting  the  results of the
24    applicant's project for the economic benefit  of  the  State;
25    and  the  likelihood  that  the  project  has a potential for
26    creating new jobs or retaining current jobs in the State.
27        (b)  The Director of the Department shall  determine  the
28    level  of  the  grant  award and shall determine the share of
29    total directly attributable costs of an  advanced  technology
30    project  which  may  be  considered  for  funding  under this
31    Article.
32        (c)  The  Department  and  the  Department   of   Natural
33    Resources are hereby authorized to cooperate with and provide

 1    support  to  the  Illinois  Governor's Science and Technology
 2    Advisory  Committee  and  its   associated   private   sector
 3    coalition.   Such support may include the provision of office
 4    space and  may  be  technical,  advisory  or  operational  in
 5    nature.

 7        Section  15.   The Department of Natural Resources Act is
 8    amended by changing Section 1-15 as follows:
 9        (20 ILCS 801/1-15)
10        Sec. 1-15. General powers and duties.
11        (a)  It  shall  be  the  duty  of   the   Department   to
12    investigate  practical  problems,  implement studies, conduct
13    research  and  provide  assistance,  information   and   data
14    relating  to the technology and administration of the natural
15    history, entomology, zoology, and botany of this  State;  the
16    geology  and  natural  resources of this State; the water and
17    atmospheric resources of this State;  and  the  archeological
18    and cultural history of this State.
19        (b)  The  Department  shall  obtain,  store,  and process
20    relevant data; recommend technological,  administrative,  and
21    legislative  changes  and  developments; cooperate with other
22    federal, state, and  local  governmental  research  agencies,
23    facilities,  or  institutes  in the selection of projects for
24    study; cooperate with the Board of Higher Education and  with
25    the  public  and  private  colleges  and universities in this
26    State in developing relevant interdisciplinary approaches  to
27    problems;  evaluate  curricula at all levels of education and
28    provide assistance to  instructors;  and  sponsor  an  annual
29    conference  of  leaders  in government, industry, health, and
30    education to evaluate the state of this  State's  environment
31    and natural resources.
32        (c)  The Director, in accordance with the Personnel Code,

 1    shall  employ  such  personnel,  provide such facilities, and
 2    contract for such outside services as  may  be  necessary  to
 3    carry  out the purposes of the Department.  Maximum use shall
 4    be made of existing federal and state  agencies,  facilities,
 5    and personnel in conducting research under this Act.
 6        (d)  In  addition to its other powers, the Department has
 7    the following powers:
 8             (1)  To obtain, store, process, and provide data and
 9        information related to  the  powers  and  duties  of  the
10        Department  under this Act.  This subdivision (d)(1) does
11        not give authority to the Department to  require  reports
12        from nongovernmental sources or entities.
13             (2)  To  cooperate  with  and  support  the Illinois
14        Governor's Science and Technology Advisory Committee  and
15        the  Illinois  Coalition  for the purpose of facilitating
16        the effective operations and activities of such entities.
17        Support  may  include,  but  need  not  be  limited   to,
18        providing  space  for the operations of the Committee and
19        the Illinois Coalition.
20        (e)  The Department is authorized to make grants to local
21    not-for-profit organizations for the purposes of development,
22    maintenance and study of wetland areas.
23        (f)  The Department has the authority to accept,  receive
24    and  administer  on  behalf of the State any gifts, bequests,
25    donations, income from property rental and  endowments.   Any
26    such funds received by the Department shall be deposited into
27    the  Natural  Resources  Fund, a special fund which is hereby
28    created in the State treasury, and used for the  purposes  of
29    this  Act  or,  when appropriate, for such purposes and under
30    such restrictions, terms and conditions as are  predetermined
31    by  the  donor  or  grantor  of  such funds or property.  Any
32    accrued  interest  from  money  deposited  into  the  Natural
33    Resources Fund shall be reinvested into the Fund and used  in
34    the same manner as the principal. The Director shall maintain

 1    records which account for and assure that restricted funds or
 2    property  are disbursed or used pursuant to the restrictions,
 3    terms or conditions of the donor.

 5        Section 20.  The State Finance Act is amended  by  adding
 6    Section 5.480 as follows:
 7        (30 ILCS 105/5.480 new)
 8        Sec. 5.480.  The Federal Workforce Development Fund.
 9        Section  99.  Effective date.  This Act takes effect upon
10    becoming law.
