      765 ILCS 745/27 new
          Amends the Mobile Home Landlord and  Tenant  Rights  Act.
      Creates  the  office of Mobile Home Park Ombudsman, appointed
      by the Governor.  Directs the Ombudsman to act as  a  liaison
      between the State and mobile home park owners and tenants and
      to  receive and investigate complaints related to mobile home
      park owners.  Authorizes  the  Ombudsman  to  refer  possible
      violations   of   the   Act   to  the  Attorney  General  for
      enforcement.

 1        AN ACT to amend  the  Mobile  Home  Landlord  and  Tenant
 2    Rights Act by adding Section 27.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The Mobile Home Landlord  and  Tenant  Rights
 6    Act is amended by adding Section 27 as follows:
 7        (765 ILCS 745/27 new)
 8        Sec. 27.  Mobile home park ombudsman.
 9        (a)  There  is created within State government the office
10    of Mobile Home Park Ombudsman, hereinafter referred to as the
11    Ombudsman.  The Ombudsman shall be appointed by the  Governor
12    with the advice and consent of the Senate, shall serve at the
13    pleasure  of  the Governor, and shall receive compensation as
14    set by the Compensation Review Board.
15        (b)  The Ombudsman shall serve as a liaison  between  the
16    State  and  mobile  home  park  owners  and tenants and shall
17    protect the  rights  and  interests  of  mobile  home  owners
18    against  the  illegal  or unreasonable actions of mobile home
19    park owners.  The Ombudsman  shall  receive  and  investigate
20    complaints  related  to  mobile  home  park owners, including
21    complaints of actions or omissions affecting  the  rights  of
22    mobile  home  owners under this Act affecting the privacy and
23    living conditions of mobile home owners.  The  Ombudsman  may
24    initiate investigations of allegedly unreasonable mobile home
25    park  fee  and rent increases and actions by mobile home park
26    owners that impede a mobile home owner's ability to sell  his
27    or her mobile home to the purchaser of his or her choice.
28        (c)  If  the  Ombudsman  believes  that  a park owner has
29    engaged in a pattern and practice to violate any provision of
30    this Act,  the  Ombudsman  shall  refer  the  matter  to  the
31    Attorney General for enforcement activity.
