      105 ILCS 5/34-8.7
          Amends  the  School  Code.  Makes  changes  of  style  in
      provisions relating to the Chicago Learning Zone.

 1        AN ACT to amend  the  School  Code  by  changing  Section
 2    34-8.7.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.   The  School  Code  is  amended  by  changing
 6    Section 34-8.7 as follows:
 7        (105 ILCS 5/34-8.7)
 8        Sec.  34-8.7.  Findings.   The  General Assembly observes
 9    that the Chicago Learning Zone Advisory Committee has  issued
10    its  report and recommendations.  The General Assembly finds,
11    after  due  consideration  of  the  Committee's  report   and
12    recommendations, that the establishment of a Chicago Learning
13    Zone  designation,  as  the educational version of enterprise
14    zones, will create an opportunity to accelerate  the  process
15    of Chicago school reform.  The General Assembly further finds
16    that  the  Chicago  Learning  Zone  will  offer a fundamental
17    change in operations from a mode of following regulations  to
18    an  outcome  mode,  that  this  change will be one that which
19    concentrates on improving academic achievement in  ways  that
20    can  be  utilized  to reform the system, and that this change
21    will  be  predicated  on  the  overriding   philosophy   that
22    attendance centers should be empowered to develop models most
23    appropriate to their situations.
24        The General Assembly further observes that the value of a
25    learning  experience  is determined by the outcomes achieved,
26    not by the time or place of attendance; and,  it  finds  that
27    Learning  Zone  schools  should  have  the ability to operate
28    without  State  laws  and  regulations,  board   rules,   and
29    policies,   and  the  ability  to  operate  with  contractual
30    waivable conditions by a vote of the school staff governed by
31    the contracts.  Accordingly, the General Assembly finds  that

 1    the  educational  needs of the schoolchildren of Chicago will
 2    be served by establishing a Chicago Learning Zone.
