Amends the Public Utilities Act. Provides that a
telecommunications carrier that provides cable television
services within an exchange in which it also provides
telecommunications service shall offer to enter into cable
television franchises with each municipality within the
exchange.

1 AN ACT to amend the Public Utilities Act by adding
2 Section 3-506.2.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Public Utilities Act is amended by adding
6 Section 3-506.2 as follows:
7 (220 ILCS 5/3-506.2 new)
8 Sec. 3-506.2. Cable television services. A
9 telecommunications carrier that directly or through a
10 subsidiary or other affiliated entity provides cable
11 television services within an exchange, as defined under
12 Section 13-206, in which it also provides telecommunications
13 service shall, within 5 years after initially providing such
14 cable television service, offer to enter into cable
15 television franchises with each municipality within the
16 exchange under terms and conditions no more favorable nor
17 less burdensome than the terms and conditions of existing
18 cable television franchises issued by such municipalities.
