      105 ILCS 5/10-22.24b new
          Amends the School Code.  Provides that a school counselor
      is  a  qualified  specialist  who  holds  a  valid   teaching
      certificate  and  a  valid  Type  73 school service personnel
      certificate endorsed for school counseling,  each  issued  by
      the  State  Teacher Certification Board.  Lists services that
      are included as school counseling  services.   Provides  that
      school   counseling   services  in  the  public  schools  are
      furnished by a qualified  specialist  who  holds  a  Type  73
      school  service  personnel  certificate  endorsed  for school
      counseling.  States that the provisions of the amendatory Act
      do not prohibit other qualified professionals from  providing
      such  of the listed services for which they are appropriately
      trained.  Effective immediately.

 1        AN ACT to amend  the  School  Code  by  changing  Section
 2    10-22.24a and adding Section 10-22.24b.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.   The  School  Code  is  amended  by  changing
 6    Section 22.24a and adding Section 22.24b as follows:
 7        (105 ILCS 5/10-22.24a) (from Ch. 122, par. 10-22.24a)
 8        Sec.  10-22.24a.   School  counselor.  To  employ  school
 9    counselors   certified   as   such   by   the  State  Teacher
10    Certification  Board,  and  to  supervise  school   counselor
11    interns  enrolled  in a school counseling program approved by
12    the State Teacher Certification Board.  A school counselor is
13    a qualified specialist who holds a valid teaching certificate
14    issued by the State Teacher Certification Board and  a  valid
15    Type  73  School  Service  Personnel certificate endorsed for
16    school counseling issued by the State  Teacher  Certification
17    Board.

20        Sec.   10-22.24b.  School  counseling  services.   School
21    counseling services in the public schools are provided  by  a
22    qualified specialist who holds a valid Type 73 School Service
23    Personnel  certificate  endorsed for school counseling issued
24    by the State Teacher Certification Board.  School  counseling
25    services  include  but  are  not limited to:  (1) educational
26    planning; (2) career development and counseling; (3)  college
27    counseling;  (4)  developing  and  facilitating anti-violence
28    education or  conflict  resolution  programs,  or  both;  (5)
29    providing  crisis  intervention  programs  within  the school

 1    setting;  (6)  making  appropriate   referrals   to   outside
 2    agencies;   (7)   interpreting   achievement,   career,   and
 3    vocational test information; (8) developing individual career
 4    plans  for  all  students; (9) providing individual and small
 5    group counseling; (10) addressing the developmental needs  of
 6    students  by designing curricula for classroom counseling and
 7    guidance; (11) consulting and counseling with parents for the
 8    academic, career, and personal  success  of  their  children;
 9    (12)  facilitating  school  to  work transition programs; and
10    (13) supervising school counseling interns enrolled in school
11    counseling programs that meet  the  standards  of  the  State
12    Board  of Education.  Nothing in this Section prohibits other
13    qualified professionals from providing those services  listed
14    for which they are appropriately trained.
15        Section  99.  Effective date.  This Act takes effect upon
16    becoming law.
