      105 ILCS 5/2-3.120 new
          Amends  the  School   Code.    Creates   an   alternative
      educational  grant  program  to  be administered by the State
      Board  of  Education  under  which  grants  are  provided  to
      applicant school districts to operate alternative educational
      programs for troubled students who  are  potential  dropouts.
      Provides  for preference in awarding grants to those programs
      which will be able to assure smaller  class  sizes  and  more
      individual  attention  for  students  placed  in the program.
      Requires  the  State  Board  of  Education  to  adopt   rules
      governing   the   procedures  for  applying  for  grants  and
      evaluating grant applications.

 1        AN ACT  to  amend  the  School  Code  by  adding  Section
 2    2-3.120.
 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:
 5        Section 5.  The School Code is amended by adding  Section
 6    2-3.120 as follows:
 7        (105 ILCS 5/2-3.120 new)
 8        Sec.  2-3.120.  Alternative  educational  program grants.
 9    From appropriations made to the State Board of Education  for
10    purposes  of this Section, the State Board of Education shall
11    implement and administer a grant program consisting of grants
12    to  school  districts  to  conduct  and  operate  alternative
13    educational programs for troubled students who are  potential
14    dropouts  or  otherwise at risk in having their names removed
15    from school district enrollment rosters even though they have
16    not completed their regular program of studies and  have  not
17    transferred  to  another  school  district  or  to  a private
18    school.
19        The State Board of Education shall adopt rules  regarding
20    the  procedure  by  which school districts may apply for such
21    grants and shall establish standards by which to evaluate the
22    alternative educational programs proposed by applicant school
23    districts.  Preference in awarding grants shall  be  accorded
24    to  those  proposed  programs  which  will  be able to assure
25    smaller class sizes  and  greater  individual  attention  for
26    students  placed  in  the  program  than those students would
27    otherwise enjoy or receive.
