(820 ILCS 225/9) (from Ch. 48, par. 137.9)

Sec. 9. The Director of Labor under the Illinois Administrative Procedure Act shall make and publish rules as to his practice and procedure in carrying out the duties imposed upon the Department of Labor by this Act or the Safety Inspection and Education Act, which rules shall be deemed prima facie, reasonable and valid.
