"Person with a developmental disability" means individuals whose
disability is attributable to an intellectual disability, cerebral palsy, epilepsy or
other neurological condition which generally originates before such individuals
attain age 18 which had continued or can be expected to continue indefinitely
and which constitutes a substantial disability to such individuals.
