    Sec. 23.10. Order or certified copy; prima facie proof. An order or a certified copy thereof, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof that:
        (1) the signature is the genuine signature of the

        (2) the Secretary is duly appointed and qualified.
