Sec. 45.
Funding.
No grants or other funds or amounts
appropriated
to a public university for any purpose shall be
reduced
as a result of energy savings realized from a guaranteed energy savings
contract or a lease purchase agreement for the purchase and installation of
energy conservation measures.
