Sec. 3-10. Definitions. In this Article: "State agency" has the same meaning as defined in Section 1-7 of the Illinois State Auditing Act. "Quality management, accountability, and performance system" means a nationally recognized integrated, interdisciplinary system of measures, tools, and reports used to improve the performance of a work unit or organization.
