Only a general court martial shall have jurisdiction to try a
commissioned officer or a warrant officer of the Illinois State Guard. If
avoidable, no officer shall be tried by officers inferior to him in rank,
and in no event shall he be tried by officers inferior to him in rank
belonging to his own regiment or separate battalion.
