When an officer, warrant officer, or enlisted man is dishonorably
discharged from the service, a copy of the dishonorable discharge
certificate shall be mailed to the County Clerk of the county in which the
officer, warrant officer, or enlisted man resides, to be recorded as a
permanent record of that county.
