A survey shall be ordered to determine the responsibility for any
loss or damage of public property, and no officer shall be relieved either
from accountability or responsibility for such property, except on the
recommendation of a disinterested surveying officer or board of officers,
duly detailed by The Adjutant General to investigate such loss or damage.
All property or stores found unserviceable by such survey shall be
disposed of by shipping to The Adjutant General, State Armory, Springfield,
Illinois, or as otherwise directed by him.
