Sec. 4.
Organization.
There is created in the Office of the
Secretary of State:
(a) a Department of Personnel, headed by a Director, which shall be a
division
of the Office of the Secretary of State with primary responsibility for
personnel transactions; and
(b) a Merit Commission.
