SYNOPSIS AS INTRODUCED:

    Amends the Illinois Vehicle Code. Provides that, beginning with the next registration year after the effective date of this amendatory Act in which the Secretary of State distributes newly designed standard registration plates for motor vehicles, the Secretary of State shall issue one registration plate (instead of 2) for newly registered motor vehicles and the registration plate shall be attached to the rear (instead of front and rear) of the motor vehicle. Provides that all cost savings realized through the issuance of one registration plate instead of 2 shall be deposited into the State Police Operations Assistance Fund.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Sections 1-171, 3-412, and 3-413 as follows:
 
6    (625 ILCS 5/1-171)  (from Ch. 95 1/2, par. 1-171)
7    Sec. 1-171. Registration - Registration Sticker.
8Registration. The registration certificate or certificates,
9registration plates and registration stickers issued under the
10laws of this State pertaining to the registration of vehicles.
11    Registration Sticker or Stickers. A device or devices to be
12attached to a rear registration plate that will renew the
13registration and registration plate or plates for a
14pre-determined period not to exceed one registration year
15except as provided in subsection (1) of Section 3-414 of this
16Code. Should the Secretary of State determine it is advisable
17to require a registration sticker to be attached to a front
18registration plate, he may require such action and provide the
19necessary additional sticker. Such determination shall be
20publicly announced at least 30 days in advance of a new annual
21registration year.
22    Beginning with the next registration year after the
23effective date of this amendatory Act of the 97th General

1Assembly in which the Secretary of State distributes newly
2designed standard registration plates for motor vehicles, any
3reference to "plates" in the plural number in any law or rule
4shall be deemed to be a reference to the single registration
5plate required to be furnished and displayed in accordance with
6this amendatory Act of the 97th General Assembly.

9    Sec. 3-412. Registration plates and registration stickers
10to be furnished by the Secretary of State.
11    (a) The Secretary of State upon registering a vehicle
12subject to annual registration for the first time shall issue
13or shall cause to be issued to the owner one registration plate
14for a motorcycle, trailer, semitrailer, moped or
15truck-tractor, 2 registration plates for other motor vehicles
16and, where applicable, current registration stickers for motor
17vehicles of the first division. Beginning with the next
18registration year after the effective date of this amendatory
19Act of the 97th General Assembly in which the Secretary of
20State distributes newly designed standard registration plates
21for motor vehicles, the Secretary of State upon registering a
22vehicle subject to annual registration for the first time shall
23issue or shall cause to be issued to the owner one registration
24plate for a motorcycle, trailer, semitrailer, moped or
25truck-tractor, one registration plate for other motor vehicles

1and, where applicable, current registration stickers for motor
2vehicles of the first division. All cost savings realized
3through the issuance of one registration plate instead of 2
4shall be deposited into the State Police Operations Assistance
5Fund.
6    The provisions of this Section may be made applicable to
7such vehicles of the second division, as the Secretary of State
8may, from time to time, in his discretion designate. On
9subsequent annual registrations during the term of the
10registration plate as provided in Section 3-414.1, the
11Secretary shall issue or cause to be issued registration
12stickers as evidence of current registration. However, the
13issuance of annual registration stickers to vehicles
14registered under the provisions of Sections 3-402.1 and 3-405.3
15of this Code may not be required if the Secretary deems the
16issuance unnecessary.
17    (b) Every registration plate shall have displayed upon it
18the registration number assigned to the vehicle for which it is
19issued, the name of this State, which may be abbreviated, the
20year number for which it was issued, which may be abbreviated,
21the phrase "Land of Lincoln" (except as otherwise provided in
22this Code), and such other letters or numbers as the Secretary
23may prescribe. However, for apportionment plates issued to
24vehicles registered under Section 3-402.1 and fleet plates
25issued to vehicles registered under Section 3-405.3, the phrase
26"Land of Lincoln" may be omitted to allow for the word

1"apportioned", the word "fleet", or other similar language to
2be displayed. Registration plates issued to a vehicle
3registered as a fleet vehicle may display a designation
4determined by the Secretary.
5    The Secretary may in his discretion prescribe that letters
6be used as prefixes only on registration plates issued to
7vehicles of the first division which are registered under this
8Code and only as suffixes on registration plates issued to
9other vehicles. Every registration sticker issued as evidence
10of current registration shall designate the year number for
11which it is issued and such other letters or numbers as the
12Secretary may prescribe and shall be of a contrasting color
13with the registration plates and registration stickers of the
14previous year.
15    (c) Each registration plate and the required letters and
16numerals thereon, except the year number for which issued,
17shall be of sufficient size to be plainly readable from a
18distance of 100 feet during daylight, and shall be coated with
19reflectorizing material. The dimensions of the plate issued to
20vehicles of the first division shall be 6 by 12 inches.
21    (d) The Secretary of State shall issue for every passenger
22motor vehicle rented without a driver the same type of
23registration plates as the type of plates issued for a private
24passenger vehicle.
25    (e) The Secretary of State shall issue for every passenger
26car used as a taxicab or livery, distinctive registration

1plates.
2    (f) The Secretary of State shall issue for every motorcycle
3distinctive registration plates distinguishing between
4motorcycles having 150 or more cubic centimeters piston
5displacement, or having less than 150 cubic centimeter piston
6displacement.
7    (g) Registration plates issued to vehicles for-hire may
8display a designation as determined by the Secretary that such
9vehicles are for-hire.
10    (h) (Blank).
11    (i) The Secretary of State shall issue for every public and
12private ambulance registration plates identifying the vehicle
13as an ambulance. The Secretary shall forward to the Department
14of Healthcare and Family Services registration information for
15the purpose of verification of claims filed with the Department
16by ambulance owners for payment for services to public
17assistance recipients.
18    (j) The Secretary of State shall issue for every public and
19private medical carrier or rescue vehicle livery registration
20plates displaying numbers within ranges of numbers reserved
21respectively for medical carriers and rescue vehicles. The
22Secretary shall forward to the Department of Healthcare and
23Family Services registration information for the purpose of
24verification of claims filed with the Department by owners of
25medical carriers or rescue vehicles for payment for services to
26public assistance recipients.

1    (k) The Secretary of State shall issue distinctive license
2plates or distinctive license plate stickers for every vehicle
3exempted from subsections (a) and (a-5) of Section 12-503 by
4subsection (g) of that Section, and by subsection (g-5) of that
5Section before its deletion by this amendatory Act of the 95th
6General Assembly. The Secretary shall issue these plates or
7stickers immediately upon receiving the physician's
8certification required under subsection (g) of Section 12-503.
9New plates or stickers shall also be issued when the
10certification is renewed as provided in that subsection.
11    (l) The Secretary of State shall issue distinctive
12registration plates for low-speed vehicles.

17    Sec. 3-413. Display of registration plates, registration
18stickers and drive-away permits.
19    (a) Registration plates issued for a motor vehicle other
20than a motorcycle, trailer, semitrailer, truck-tractor,
21apportioned bus, or apportioned truck shall be attached
22thereto, one in the front and one in the rear. Beginning with
23the next registration year after the effective date of this
24amendatory Act of the 97th General Assembly in which the
25Secretary of State distributes newly designed standard

1registration plates for motor vehicles, the registration plate
2issued for a motor vehicle other than a motorcycle, trailer,
3semitrailer, truck-tractor, apportioned bus, or apportioned
4truck shall be attached to the rear thereof.
5    The registration plate issued for a motorcycle, trailer or
6semitrailer required to be registered hereunder and any
7apportionment plate issued to a bus under the provisions of
8this Code shall be attached to the rear thereof.
9    The registration plate issued for a truck-tractor or an
10apportioned truck required to be registered hereunder shall be
11attached to the front thereof.
12    (b) Every registration plate shall at all times be securely
13fastened in a horizontal position to the vehicle for which it
14is issued so as to prevent the plate from swinging and at a
15height of not less than 5 inches from the ground, measuring
16from the bottom of such plate, in a place and position to be
17clearly visible and shall be maintained in a condition to be
18clearly legible, free from any materials that would obstruct
19the visibility of the plate, including, but not limited to,
20glass covers and plastic covers. Registration stickers issued
21as evidence of renewed annual registration shall be attached to
22registration plates as required by the Secretary of State, and
23be clearly visible at all times.
24    (c) Every drive-away permit issued pursuant to this Code
25shall be firmly attached to the motor vehicle in the manner
26prescribed by the Secretary of State. If a drive-away permit is

1affixed to a motor vehicle in any other manner the permit shall
2be void and of no effect.
3    (d) The Illinois prorate decal issued to a foreign
4registered vehicle part of a fleet prorated or apportioned with
5Illinois, shall be displayed on a registration plate and
6displayed on the front of such vehicle in the same manner as an
7Illinois registration plate.
8    (e) The registration plate issued for a camper body mounted
9on a truck displaying registration plates shall be attached to
10the rear of the camper body.
11    (f) No person shall operate a vehicle, nor permit the
12operation of a vehicle, upon which is displayed an Illinois
13registration plate, plates or registration stickers after the
14termination of the registration period for which issued or
15after the expiration date set pursuant to Sections 3-414 and
163-414.1 of this Code.
