| 2 | | WHEREAS, The members of the Illinois House of | 3 | | Representatives urges the United States Congress to pass | 4 | | Congressional Bill S.3396 for Congenital Diaphragmatic Hernia | 5 | | Research; and | 6 | | WHEREAS, Congenital Diaphragmatic Hernia is a birth | 7 | | defect; and | 8 | | WHEREAS, Congenital Diaphragmatic Hernia has a rate of | 9 | | occurrence of 1 in every 2500 babies; and | 10 | | WHEREAS, Congenital Diaphragmatic Hernia affects | 11 | | approximately 1800 babies each year in the United
States; and | 12 | | WHEREAS, Congenital Diaphragmatic Hernia occurs when the | 13 | | diaphragm fails to fully form, allowing
abdominal organs to | 14 | | migrate into the chest cavity and preventing lung growth; and | 15 | | WHEREAS, The majority of Congenital Diaphragmatic Hernia | 16 | | patients have underdeveloped lungs
and or poor pulmonary | 17 | | function; and | 18 | | WHEREAS, Congenital Diaphragmatic Hernia patients often | 19 | | endure long-term complications such as
pulmonary hypertension, |

| 1 | | pulmonary hypoplasia, asthma, gastrointestinal reflex, feeding
| 2 | | disorders, and developmental delays; and | 3 | | WHEREAS, Congenital Diaphragmatic Hernia survivors | 4 | | sometimes endure long-term mechanical
ventilation dependency, | 5 | | skeletal malformations, supplemental oxygen dependency, | 6 | | enteral and
parenteral nutrition, and hypoxic brain injury; and | 7 | | WHEREAS, Congenital Diaphragmatic Hernia has a survival | 8 | | rate of 50%; and | 9 | | WHEREAS, Congenital Diaphragmatic Hernia has affected over | 10 | | 600,000 babies worldwide since the year
2000; and | 11 | | WHEREAS, Babies born with Congenital Diaphragmatic Hernia | 12 | | endure extended hospital stays in
intensive care with multiple | 13 | | surgeries; the extended hospital stays in some cases have | 14 | | exceeded
one year; and | 15 | | WHEREAS, Congenital Diaphragmatic Hernia is as common as | 16 | | Spina Bifida and Cystic Fibrosis; and | 17 | | WHEREAS, Congenital Diaphragmatic Hernia is diagnosed in | 18 | | utero in only 75% of cases; and | 19 | | WHEREAS, Congenital Diaphragmatic Hernia is treated |

| 1 | | through mechanical ventilation, heart and lung
bypass | 2 | | (Extracorporeal Membrane Oxygenation) machines, and surgical | 3 | | repair; and | 4 | | WHEREAS, Congenital Diaphragmatic Hernia surgical repair | 5 | | is often outgrown thus leading to
reherniation and requiring | 6 | | additional surgery; and
| 7 | | WHEREAS, Congenital Diaphragmatic Hernia does not | 8 | | discriminate based on race, gender, religion,
economic status, | 9 | | or lack of prenatal care; and
| 10 | | WHEREAS, The cause of Congenital Diaphragmatic Hernia is | 11 | | unknown; and
| 12 | | WHEREAS, Congenital Diaphragmatic Hernia takes more lives | 13 | | in the average year in the United States
than lightening | 14 | | strikes, tornadoes, hurricanes, and floods combined; and
| 15 | | WHEREAS, The average hospital bill per Congenital | 16 | | Diaphragmatic Hernia patient is $500,000; and
| 17 | | WHEREAS, The estimated total annual economic impact of | 18 | | Congenital Diaphragmatic Hernia in the United States is in | 19 | | excess of $800,000,000; and

| 1 | | WHEREAS, Annual federal support for Congenital | 2 | | Diaphragmatic Hernia research at the National
Institutes of | 3 | | Health is currently estimated at less than $5,000,000; | 4 | | therefore, be it | 5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 6 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 7 | | we urge Congress to pass S.3396 to expand the funds available | 8 | | for Congenital Diaphragmatic Hernia Research; and be it further
| 9 | | RESOLVED, That a suitable copy of this resolution be | 10 | | presented to Governor Pat Quinn and the Illinois Congressional | 11 | | Delegation.
