AMENDMENT TO SENATE BILL 1385

2    AMENDMENT NO. ______. Amend Senate Bill 1385 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Law Enforcement Officer-Worn Body Camera
5Act is amended by changing Section 10-5 as follows:
 
6    (50 ILCS 706/10-5)
7    Sec. 10-5. Purpose. The The General Assembly recognizes
8that trust and mutual respect between law enforcement agencies
9and the communities they protect and serve are essential to
10effective policing and the integrity of our criminal justice
11system. The General Assembly recognizes that officer-worn body
12cameras have developed as a technology that has been used and
13experimented with by police departments. Officer-worn body
14cameras will provide state-of-the-art evidence collection and
15additional opportunities for training and instruction.
16Further, officer-worn body cameras may provide impartial

1evidence and documentation to settle disputes and allegations
2of officer misconduct. Ultimately, the uses of officer-worn
3body cameras will help collect evidence while improving
4transparency and accountability, and strengthening public
5trust. The General Assembly creates these standardized
6protocols and procedures for the use of officer-worn body
7cameras to ensure that this technology is used in furtherance
8of these goals while protecting individual privacy and
9providing consistency in its use across this State.
