AMENDMENT TO HOUSE BILL 2293

2    AMENDMENT NO. ______. Amend House Bill 2293 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by
5changing Section 3-651 as follows:
 
6    (625 ILCS 5/3-651)
7    Sec. 3-651. U.S. Marine Corps license plates.
8    (a) In addition to any other special license plate, the
9Secretary, upon receipt of all applicable fees and applications
10made in the form prescribed by the Secretary of State, may
11issue special registration plates designated as U.S. Marine
12Corps license plates to residents of Illinois who meet
13eligibility requirements prescribed by the Secretary of State.
14The special plate issued under this Section shall be affixed
15only to passenger vehicles of the first division, motorcycles,
16motor vehicles of the second division weighing not more than

18,000 pounds, and recreational vehicles as defined by Section
21-169 of this Code. Plates issued under this Section shall
3expire according to the staggered multi-year procedure
4established by Section 3-414.1 of this Code.
5    (b) The design, color, and format of the plates shall be
6wholly within the discretion of the Secretary of State, except
7that the U.S. Marine Corps emblem shall appear on the plates.
8The Secretary may, in his or her discretion, allow the plates
9to be issued as vanity or personalized plates in accordance
10with Section 3-405.1 of this Code. The plates are not required
11to designate "Land Of Lincoln", as prescribed in subsection (b)
12of Section 3-412 of this Code. The Secretary shall prescribe
13the eligibility requirements and, in his or her discretion,
14shall approve and prescribe stickers or decals as provided
15under Section 3-412.
16    (c) An applicant shall be charged a $5 fee for original
17issuance in addition to the applicable registration fee. This
18additional fee shall be deposited into the Marine Corps
19Scholarship Fund. For each registration renewal period, an $18
20fee, in addition to the appropriate registration fee, shall be
21charged. This additional fee shall be deposited into the Marine
22Corps Scholarship Fund.
23    (d) The Marine Corps Scholarship Fund is created as a
24special fund in the State treasury. All moneys in the Marine
25Corps Scholarship Fund shall, subject to appropriation by the
26General Assembly and distribution by the Secretary, be used by

1the Marine Corps Coordinating Council of Illinois, Inc.
2Scholarship Foundation, Inc., a recognized charitable
3organization that meets the requirements of Title 26, Section
4501(c)(3) of the United States Code, to provide grants for
5scholarships for higher education. The scholarship recipients
6must be the children of current or former members of the United
7States Marine Corps who meet the academic, financial, and other
8requirements established by the Marine Corps Scholarship
9Foundation. In addition, the recipients must be Illinois
10residents and must attend a college or university located
11within the State of Illinois.
12    (e) In addition, the Marine Corps Coordinating Council of
13Illinois is authorized to provide grants to the Marine Corps
14Scholarship Foundation, the Young Marine National Foundation,
15the Women Marines Association, and to any local chapter of the
16Marine Corps League that is located in Illinois. Any grant
17money paid from the Marine Corps Scholarship Fund shall be used
18for scholarships for undergraduate, graduate, and career and
19technical education and certification, financial assistance,
20or monetary awards to veterans or veterans' families that are
21located within the State of Illinois.

24    Section 99. Effective date. This Act takes effect July 1,
