AMENDMENT TO SENATE BILL 2969

2    AMENDMENT NO. ______. Amend Senate Bill 2969 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Board of Higher Education Act is amended by
5changing Section 9.28 as follows:
 
6    (110 ILCS 205/9.28)
7    Sec. 9.28. Graduation incentive grant program.
8    (a) The graduation incentive grant program is hereby
9created. The program shall be implemented and administered by
10the Board of Higher Education to provide grant incentives to
11public universities that offer their undergraduate students
12contracts under which the university commits itself to provide
13the courses, programs, and support services necessary to enable
14the contracting students to graduate within 4 years. Grants
15shall be awarded from appropriations made to the Board of
16Higher Education for purposes of this Section.

1    (b) To be eligible for grant consideration, a public
2university shall annually file a report with the Board of
3Higher Education detailing its 4-year graduation contract
4program. The report shall include, at a minimum, the following
5information: the number of undergraduate students
6participating in the program, the requirements of the 4-year
7graduation contracts offered by the university, the types of
8additional support services provided by the university to the
9contracting students, and the cost of the program.
10    (c) In awarding grants to public universities under this
11Section, the Board of Higher Education may consider each
12applicant's report data, the number of institutions wishing to
13participate, and such other criteria as the Board of Higher
14Education determines to be appropriate.
15    (d) If money is appropriated for grants under this Section
16for the current fiscal year, the The Board of Higher Education
17shall annually submit to the Governor and the General Assembly
18a budgetary recommendation for grants under this Section for
19the upcoming fiscal year and shall notify applicants for grant
20assistance that the award of grants under this Section for that
21upcoming fiscal year is contingent upon the availability of
22appropriated funds.
23    (e) The Board of Higher Education may adopt such rules as
24it deems necessary for administration of the grant program
25created by this Section.
