AMENDMENT TO SENATE BILL 863




2    AMENDMENT NO. ______. Amend Senate Bill 863 by replacing 
3everything after the enacting clause with the following:

 
4    "Section 5. The School Code is amended  by changing Section 
521B-35 as follows:
 
6    (105 ILCS 5/21B-35)
7    Sec. 21B-35. Minimum requirements for educators trained in 
8other states or countries.
9    (a) All applicants who have not been entitled by an 
10Illinois-approved educator preparation program at an Illinois 
11institution of higher education applying for a Professional 
12Educator License endorsed in a teaching field or school support 
13personnel area must meet all of the following requirements:
14        (1) Provide evidence of completing a comparable 
15    state-approved educator preparation program, as defined by 
16    the State Superintendent of Education, or hold Hold a

1    comparable and valid educator license or certificate with 
2    similar grade level and subject matter credentials from 
3    another state. The State Board of Education shall have the 
4    authority to determine what constitutes similar grade 
5    level and subject matter credentials from another state. A 
6    comparable educator license or certificate is one that 
7    demonstrates that the license or certificate holder meets 
8    similar requirements as candidates entitled by an 
9    Illinois-approved educator preparation program in teaching 
10    or school support personnel areas concerning coursework 
11    aligned to standards concerning methods of instruction of 
12    the exceptional child, methods of reading and reading in 
13    the content area, and instructional strategies for English 
14    learners.  An applicant who holds a comparable and valid 
15    educator license or certificate from another state must 
16    submit verification to the State Board of Education that 
17    the applicant has completed coursework concerning methods 
18    of instruction of the exceptional child, methods of reading 
19    and reading in the content area, and instructional 
20    strategies for English learners.
21        (2) Have a degree from a regionally accredited 
22    institution of higher education.
23        (3) (Blank).

25        (5) (Blank).
26        (6) Have successfully met all Illinois examination

1    requirements. Applicants who have successfully completed a 
2    test of basic skills, as defined by rules, at the time of 
3    initial licensure in another state shall not be required to 
4    complete a test of basic skills. Applicants who have 
5    successfully completed a test of content, as defined by 
6    rules, at the time of initial licensure in another state 
7    shall not be required to complete a test of content.  
8    Applicants for a teaching endorsement who have 
9    successfully completed an evidence-based assessment of 
10    teacher effectiveness, as defined by rules, at the time of 
11    initial licensure in another state shall not be required to 
12    complete an evidence-based assessment of teacher 
13    effectiveness. 
14        (7) For applicants for a teaching endorsement, have 
15    completed student teaching or an equivalent experience or, 
16    for applicants for a school service personnel endorsement, 
17    have completed an internship or an equivalent experience.
18    If one or more of the criteria in this subsection (a) are 
19not met, then applicants who have not been entitled by an 
20Illinois-approved educator preparation program at an Illinois 
21institution of higher education who hold a valid, comparable 
22certificate from another state may qualify for a provisional 
23educator endorsement on an Educator License with Stipulations, 
24in accordance with Section 21B-20 of this Code.
25    (b)  In order to receive a Professional Educator License 
26endorsed in a teaching field, applicants trained in another

1country must meet all of the following requirements:
2        (1) Have completed a comparable education program in 
3    another country.
4        (2) Have had transcripts evaluated by an evaluation 
5    service approved by the State Superintendent of Education.
6        (3) Have a degree comparable to a degree from a 
7    regionally accredited institution of higher education.
8        (4) Have completed coursework aligned to standards 
9    concerning methods of instruction of the exceptional 
10    child, methods of reading and reading in the content area, 
11    and instructional strategies for English learners.
12        (5) (Blank).
13        (6) (Blank).
14        (7) Have successfully met all State licensure 
15    examination requirements. Applicants who have successfully 
16    completed a test of basic skills, as defined by rules, at 
17    the time of initial licensure in another country shall not 
18    be required to complete a test of basic skills. Applicants 
19    who have successfully completed a test of content, as 
20    defined by rules, at the time of initial licensure in 
21    another country shall not be required to complete a test of 
22    content.  Applicants for a teaching endorsement who have 
23    successfully completed an evidence-based assessment of 
24    teacher effectiveness, as defined by rules, at the time of 
25    initial licensure in another country shall not be required

2        (8) Have completed student teaching or an equivalent 
3    experience.
4    (b-5) All applicants who have not been entitled by an 
5Illinois-approved educator preparation program at an Illinois 
6institution of higher education and applicants trained in 
7another country applying for a Professional Educator License 
8endorsed for principal or superintendent must meet all of the 
9following requirements:
10        (1) Have completed an educator preparation program 
11    approved by another state or comparable educator program in 
12    another country leading to the receipt of a license or 
13    certificate for the Illinois endorsement sought.
14        (2) Have successfully met all State licensure 
15    examination requirements, as required by Section 21B-30 of 
16    this Code. Applicants who have successfully completed a 
17    test of basic skills, as defined by rules, at the time of 
18    initial licensure in another state or country shall not be 
19    required to complete a test of basic skills. Applicants who 
20    have successfully completed a test of content, as defined 
21    by rules, at the time of initial licensure in another state 
22    or country shall not be required to complete a test of 
23    content.
24        (3) (Blank).
25        (4) Have completed coursework aligned to standards 
26    concerning methods of instruction of the exceptional

1    child, methods of reading and reading in the content area, 
2    and instructional strategies for English learners.
3        (5) Have completed a master's degree.
4        (6) Have successfully completed teaching, school 
5    support, or administrative experience as defined by rule. 
6    A provisional educator endorsement to serve as a 
7superintendent or principal may be affixed to an Educator 
8License with Stipulations in accordance with Section 21B-20 of 
9this Code.
10    (b-7) All applicants who have not been entitled by an 
11Illinois-approved educator preparation program at an Illinois 
12institution of higher education applying for a Professional 
13Educator License endorsed for Director of Special Education 
14must meet all of the following requirements:
15        (1)      Have completed a master's degree.
16        (2)      Have 2 years of full-time experience providing 
17    special education services.
18        (3)      Have successfully completed all examination 
19    requirements, as required by Section 21B-30 of this Code.  
20    Applicants who have successfully completed a test of 
21    content, as identified by rules, at the time of initial 
22    licensure in another state or country shall not be required 
23    to complete a test of content.
24        (4)      Have completed coursework aligned to standards 
25    concerning methods of instruction of the exceptional 
26    child, methods of reading and reading in the content area,

1    and instructional strategies for English learners.
2    A provisional educator endorsement to serve as  Director of 
3Special Education may be affixed to an Educator License with 
4Stipulations in accordance with Section 21B-20 of this Code. 
5    (b-10) All applicants who have not been entitled by an 
6Illinois-approved educator preparation program at an Illinois 
7institution of higher education applying for a Professional 
8Educator License endorsed for chief school business official 
9must meet all of the following requirements:
10        (1) Have completed a master's degree in school business 
11    management, finance, or accounting.
12        (2) Have successfully completed an internship in 
13    school business management or have 2 years of experience as 
14    a school business administrator.
15        (3) Have successfully met all State examination 
16    requirements, as required by Section 21B-30 of this Code. 
17    Applicants who have successfully completed a test of 
18    content, as identified by rules, at the time of initial 
19    licensure in another state or country shall not be required 
20    to complete a test of content.
21        (4) Have completed modules aligned to standards 
22    concerning methods of instruction of the exceptional 
23    child, methods of reading and reading in the content area, 
24    and instructional strategies for English learners.
25    A provisional educator endorsement to serve as a chief 
26school business official may be affixed to an Educator License

1with Stipulations. 
2    (c)  The State Board of Education, in consultation with the 
3State Educator Preparation and Licensure Board, may adopt such 
4rules as may be necessary to implement this Section.
