AMENDMENT TO SENATE BILL 572

2    AMENDMENT NO. ______. Amend Senate Bill 572, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 1. Short title. This Act may be cited as the
6Illinois Small Business and Workforce Development Task Force
7Act.
 
8    Section 5. Illinois Small Business and Workforce
9Development Task Force. The Illinois Small Business and
10Workforce Development Task Force is created as a 17-member Task
11Force. Four members of the Task Force shall be appointed by
12each legislative leader. One of the appointees by each
13legislative leader shall be a person representing small
14business, one of the appointees shall be a person representing
15labor, and 2 of the appointees shall be members of the General
16Assembly. Members of the Task Force shall receive no

1compensation, but may be reimbursed for their expenses from
2appropriations available for that purpose. The Chairperson of
3the University of Illinois Board of Trustees or his or her
4designee shall be the chairperson of the Task Force. The Task
5Force shall meet at the call of the Chair. Each Task Force
6member shall have a 2-year term. A legislative leader may
7appoint a replacement member upon the death, disability, or
8resignation of any member appointed by that leader.
 
9    Section 10. Administrative support. The University of
10Illinois shall provide administrative support to the Task
11Force.
 
12    Section 15. Task Force duties. The Task Force shall
13identify issues of importance to small business that may be
14addressed by the 98th General Assembly and future General
15Assemblies. The Task Force shall make recommendations
16regarding the issues identified. The issues and
17recommendations shall address access to capital, State
18procurement policies, State regulatory policies, program
19sustainability, and workforce concerns.
 
20    Section 20. Findings and recommendations. By November 30,
212013, and by November 30 of every year thereafter, the Task
22Force shall submit a report to the General Assembly setting
23forth its findings and recommendations. The requirement for

1reporting to the General Assembly shall be satisfied by filing
2copies of the report with the Speaker, Minority Leader, and
3Clerk of the House of Representatives, the President, Minority
4Leader, and Secretary of the Senate, the Legislative Research
5Unit as required under Section 3.1 of the General Assembly
6Organization Act.
 
7    Section 97. Repeal. This Act is repealed January 1, 2017.
 
8    Section 99. Effective date. This Act takes effect upon
9becoming law.".
