SYNOPSIS AS INTRODUCED:

25 ILCS 115/1.10 new
25 ILCS 115/1.11 new
25 ILCS 115/1.12 new
    Amends the General Assembly Compensation Act. Requires every member of the 99th General Assembly to forfeit one day of compensation per month beginning with the second 6 months of Fiscal Year 2015 through the first 6 months of Fiscal Year 2017. Effective immediately.

1     AN ACT concerning State government.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The General Assembly Compensation Act is amended
5 by adding Section 1.10, 1.11, and 1.12 as follows:

6     (25 ILCS 115/1.10 new)
7     Sec. 1.10. FY15 furlough days. During the second 6 months
8 of the fiscal year beginning July 1, 2014, every member of the
9 99th General Assembly is mandatorily required to forfeit one
10 day of compensation per month. The State Comptroller shall
11 deduct the equivalent of 1/261st of the annual salary of each
12 member of the 99th General Assembly from the compensation of
13 that member in each of the second 6 months of the fiscal year.
14 For purposes of this Section, annual compensation includes
15 compensation paid to each member by the State for one year of
16 service pursuant to Section 1, except any payments made for
17 mileage and allowances for travel and meals. The forfeiture
18 required by this Section is not considered a change in salary
19 and shall not impact pension or other benefits provided to
20 members of the General Assembly.

22     Sec. 1.11. FY16 furlough days. During each month of the

1 fiscal year beginning July 1, 2015, every member of the 99th
2 General Assembly is mandatorily required to forfeit one day of
3 compensation. The State Comptroller shall deduct the
4 equivalent of 1/261st of the annual salary of each member of
5 the 99th General Assembly from the compensation of that member
6 in each month of the fiscal year. For purposes of this Section,

8 by the State for one year of service pursuant to Section 1,

4 becoming law.
