AMENDMENT TO HOUSE BILL 5819

2    AMENDMENT NO. ______. Amend House Bill 5819 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Illinois Collar County Economic Development Task Force Act.
 
6    Section 5. Definitions. As used in this Act, "collar
7counties" means the counties of DuPage, Grundy, Kane, Kendall,
8Lake, McHenry, Will, and Kankakee.
 
9    Section 10. Illinois Collar County Economic Development
10Task Force. There is created the Illinois Collar County
11Economic Development Task Force with 18 members appointed as
12follows: Each county board chairman or county executive from a
13collar county shall appoint 2 members from his or her county.
14The Governor shall appoint one member from the Department of
15Commerce and Economic Opportunity and one member from the

1general public. Members of the Task Force shall receive no
2compensation. The Chairperson of the Task Force shall be
3elected by the members from among the membership of the Task
4Force. The Task Force shall meet at the call of the
5Chairperson. The appointing authority shall appoint a
6replacement member upon the death, disability, or resignation
7of any member in the same manner as the original appointment.
8The Task Force shall be staffed by the Department of Commerce
9and Economic Opportunity.
 
10    Section 15. Task Force duties. The Task Force shall
11identify issues of importance to the job climate in the collar
12counties including, but not limited to, transportation,
13workforce skills, State regulation, and tax policy, in order to
14make its recommendations to the General Assembly for further
15action to improve the economic conditions of the collar
16counties and to foster their ongoing economic development.
 
17    Section 20. Findings and recommendations. By January 1,
182016, the Task Force shall submit a report to the General
19Assembly and the Governor setting forth its findings and
20recommendations.
 
21    Section 25. Repeal. This Act is repealed on January 1,
222016.

1    Section 99. Effective date. This Act takes effect upon
2becoming law.".
