AMENDMENT TO HOUSE BILL 5819

AMENDMENT NO. ______. Amend House Bill 5819 by replacing everything after the enacting clause with the following:

"Section 1. Short title. This Act may be cited as the Illinois Collar County Economic Development Task Force Act.

Section 5. Definitions. As used in this Act, "collar counties" means the counties of DuPage, Grundy, Kane, Kendall, Lake, McHenry, Will, and Kankakee.

Section 10. Illinois Collar County Economic Development Task Force. There is created the Illinois Collar County Economic Development Task Force with 18 members appointed as follows: Each county board chairman or county executive from a collar county shall appoint 2 members from his or her county. The Governor shall appoint one member from the Department of Commerce and Economic Opportunity and one member from the general public. Members of the Task Force shall receive no compensation. The Chairperson of the Task Force shall be elected by the members from among the membership of the Task Force. The Task Force shall meet at the call of the Chairperson. The appointing authority shall appoint a replacement member upon the death, disability, or resignation of any member in the same manner as the original appointment. The Task Force shall be staffed by the Department of Commerce and Economic Opportunity.

Section 15. Task Force duties. The Task Force shall identify issues of importance to the job climate in the collar counties including, but not limited to, transportation, workforce skills, State regulation, and tax policy, in order to make its recommendations to the General Assembly for further action to improve the economic conditions of the collar counties and to foster their ongoing economic development.

Section 20. Findings and recommendations. By January 1, 2016, the Task Force shall submit a report to the General Assembly and the Governor setting forth its findings and recommendations.

Section 25. Repeal. This Act is repealed on January 1, 2016.

Section 99. Effective date. This Act takes effect upon becoming law.".
