AMENDMENT TO HOUSE BILL 4914

2    AMENDMENT NO. ______. Amend House Bill 4914 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The University of Illinois Act is amended by
5changing Section 9 as follows:
 
6    (110 ILCS 305/9)  (from Ch. 144, par. 30)
7    Sec. 9. Scholarships for children of veterans. For each of
8the following periods of hostilities, each county shall be
9entitled, annually, to one honorary scholarship in the
10University, for the benefit of the children of persons who
11served in the armed forces of the United States: the Civil War,
12World War I, any time between September 16, 1940 and the
13termination of World War II, any time during the national
14emergency between June 25, 1950 and January 31, 1955, any time
15during the Viet Nam conflict between January 1, 1961 and May 7,
161975, any time during the siege of Beirut between June 14, 1982

1and February 26, 1984, any time during the Grenada Conflict
2between October 25, 1983 and December 15, 1983, or any time on
3or after August 2, 1990 and until Congress or the President
4orders that persons in service are no longer eligible for the
5Southwest Asia Service Medal, Operation Enduring Freedom, and
6Operation Iraqi Freedom. If an honorary scholarship is not
7awarded for a given period of hostilities because there are no
8qualified applicants, then the county may award the scholarship
9for another one of the listed periods of hostilities, in which
10case there may be more than one scholarship awarded for the
11same period of hostilities. Preference for scholarships shall
12be given to the children of persons who are deceased or
13disabled. Such scholarships shall be granted to such pupils as
14shall, upon public examination, conducted as the board of
15trustees of the University may determine, be decided to have
16attained the greatest proficiency in the branches of learning
17usually taught in the secondary schools, and who shall be of
18good moral character, and not less than 15 years of age. Such
19pupils, so selected, shall be entitled to receive, without
20charge for tuition, instruction in any or all departments of
21the University for a term of at least 4 consecutive years. Such
22pupils shall conform, in all respects, to the rules and
23regulations of the University, established for the government
24of the pupils in attendance.

1    Section 99. Effective date. This Act takes effect July 1,
22014.".
