1 AMENDMENT TO HOUSE BILL 4754
2     AMENDMENT NO. ______. Amend House Bill 4754, AS AMENDED, by
3 replacing everything after the enacting clause with the
4 following:

5     "Section 5. The Criminal Code of 2012 is amended by adding
6 Section 24-2.3 as follows:

7     (720 ILCS 5/24-2.3 new)
8     Sec. 24-2.3. Unlawful use of a three-dimensional printer to
9 create a firearm.
10     (a) As used in this Section, "three-dimensional printer"
11 means a computer-driven machine capable of producing a
12 three-dimensional object from a digital model.
13     (b) A person commits unlawful use of a three-dimensional
14 printer to create a firearm when he or she knowingly uses a
15 three-dimensional printer to create a fully functioning
16 firearm. This subsection (b) does not apply to:

1         (1) a person who possesses a license to manufacture
2     firearms under subsection (a) of Section 923 of the federal
3     Gun Control Act of 1968 (18 U.S.C. 923(a)); or
4         (2) a person who uses a three-dimensional printer to
5     create a non-functioning prototype of a firearm.
6     (c) Sentence. Unlawful use of a three-dimensional printer
7 to create a firearm is a Class A misdemeanor.".
