1 AMENDMENT TO HOUSE BILL 2488
2     AMENDMENT NO. ______. Amend House Bill 2488 by replacing
3 everything after the enacting clause with the following:

4     "Section 5. The Local Government Professional Services
5 Selection Act is amended by changing Section 4 as follows:

6     (50 ILCS 510/4)  (from Ch. 85, par. 6404)
7     Sec. 4. Public notice. Present provisions of law
8 notwithstanding, in the procurement of architectural,
9 engineering or land surveying services, each political
10 subdivision which utilizes architectural, engineering or land
11 surveying services shall permit firms engaged in the lawful
12 practice of their professions to annually file a statement of
13 qualifications and performance data with the political
14 subdivision. Whenever a project requiring architectural,
15 engineering or land surveying services is proposed for a
16 political subdivision, the political subdivision shall, unless

1 it has a satisfactory relationship for services with one or
2 more firms:
3     (1) mail or e-mail ~~Mail~~ a notice requesting a statement of
4 interest in the specific project to all firms who have a
5 current statement of qualifications and performance data on
6 file with the political subdivision; ~~or~~
7     (2) place ~~Place~~ an advertisement in a secular English
8 language daily newspaper of general circulation throughout
9 such political subdivision, requesting a statement of interest
10 in the specific project and further requesting statements of
11 qualifications and performance data from those firms which do
12 not have such a statement on file with the political
13 subdivision. Such advertisement shall state the day, hour and
14 place the statement of interest and the statements of
15 qualifications and performance data shall be due; or
16     (3) place an advertisement for professional services on the
17 political subdivision's website requesting a statement of
18 interest in the specific project. The professional services
19 advertisement shall include a description of each project and
20 state the time and place for interested firms to submit its
21 letter of interest, statement of qualifications, and
22 performance data, as required.

24     Section 99. Effective date. This Act takes effect upon
25 becoming law.".
