AMENDMENT TO HOUSE BILL 1680

AMENDMENT NO. ______. Amend House Bill 1680 by replacing everything after the enacting clause with the following:

"Section 5. The State Property Control Act is amended by changing Section 6.04 as follows:

(30 ILCS 605/6.04) (from Ch. 127, par. 133b9.4)

Sec. 6.04. Annually, and upon at least 30 days notice, the administrator may require each responsible officer to make, or cause to be made, an actual physical inventory check of all items of property under his jurisdiction and control and said inventory shall be certified to the administrator with a full accounting of all errors or exceptions reported therein. Notwithstanding any other provision of law, with respect to all responsible officers that are subject to this Section, including, but not limited to, presidents of public universities and colleges, the administrator shall require a listing of only those equipment items valued in excess of (1) $500 for responsible officers of legislative branch agencies and (2) $1,000 for all other responsible officers, except that (A) the administrator shall require reporting of high theft equipment regardless of the value of that equipment, and (B) furniture with more than 10 years in service shall not be subject to reporting.

For the purposes of this Section, "high theft equipment" includes, but is not limited to, the following items:

(1) desktop and laptop computers, servers, and portable data storage devices valued at more than $250;

(2) flat screen, LCD, high definition, and plasma televisions and monitors valued at more than $250;

(3) wireless devices, including portable digital assistants (PDAs), iPads, iPods, tablets, and cellular telephones valued at more than $250;

(4) digital recording devices and video equipment valued at more than $250;

(5) tools and machine shop equipment valued at more than $250;

(6) all State-owned firearms and rifles regardless of value;

(7) all electric or gasoline-powered recreational vehicles or maintenance vehicles regardless of value;

(8) other items deemed susceptible to theft or loss, as determined by the administrator and the responsible officer.
