AMENDMENT TO HOUSE BILL 997

2    AMENDMENT NO. ______. Amend House Bill 997 on page 18 by
3replacing lines 17 through 22 with the following:
4        "(13) Nothing in this Act shall preempt, abridge,
5    limit, or diminish the authority of community colleges, and
6    public and private colleges and universities from
7    prohibiting, restricting or otherwise regulating firearms
8    on or in close proximity to their campuses, grounds and
9    other property, including but not limited to sidewalks,
10    commons, and highways, owned by the school district,
11    community college, or public or private college or
12    university or in buildings used in whole or in part for
13    housing, classrooms, laboratories, medical clinics,
14    hospitals, and artistic, athletic and entertainment
15    venues; or on or in property owned, controlled or leased by
16    officially recognized student organizations or officially
17    recognized university-related organizations.
18        Nothing in this Act shall preempt, abridge, limit or

1    diminish the authority of community colleges, and public
2    and private colleges and universities from prohibiting
3    persons from carrying a firearm into a vehicle owned,
4    leased or controlled by the school districts, community
5    colleges, or public or private college or universities
6    regardless of where the vehicle travels. School districts,
7    community colleges, and public or private colleges or
8    universities may develop resolutions, regulations, or
9    policies regarding the storage and maintenance of
10    firearms, including but not limited to designating areas
11    where individuals may park vehicles that carry firearms.
12    These resolutions, regulations, or policies may specify
13    that persons in violation of the resolutions, regulations,
14    or policies may be denied entrance to the campus, grounds,
15    building, vehicles or other property and subjected to a
16    civil fine of no more than $1,500 for any violation of the
17    provisions of the resolution, regulation, or policy.
18        Nothing in this Act shall preempt, abridge, limit, or
19    diminish the authority of community colleges, and public or
20    private colleges or universities from taking actions
21    proscribed by their resolutions, regulations, or policies
22    against violations of the resolutions, regulations, or
23    policies, which may qualify as student, employee, or
24    visitor misconduct and may result in discipline,
25    including, but not limited to, expulsion from the school
26    district, community college, or public or private college

1    or university, termination of employment or appointment,
2    or suspension or banning from the school district,
3    community college, or public or private college or
4    university campuses, grounds and other property.
5        Nothing in this Act shall preempt, abridge, limit, or
6    diminish the authority of community colleges, and public or
7    private colleges and universities from permitting the
8    carrying or use of firearms for the purposes of instruction
9    and curriculum of officially recognized programs, such as
10    military science programs. These programs shall be
11    authorized by the chief executive officer of the community
12    college, or public or private college or university or his
13    or her designee.".
