| 4 | | "Section 5. The Governor's Office of Management and Budget |
| 5 | | Act is amended by adding Section 6.02 as follows:

| 7 | | Sec. 6.02. Grant agreement database. |
| 8 | | (a) For the purposes of this Section, "State agency" means |
| 9 | | the offices of the constitutional officers identified in |
| 10 | | Article V of the Illinois Constitution, executive agencies, and |
| 11 | | departments, boards, commissions, and Authorities under the |
| 12 | | Governor. |
| 13 | | (b) Beginning January 1, 2013, the Office shall create, on |
| 14 | | its official Internet website, an electronic database to allow |
| 15 | | any State agency or nonprofit vendor to submit grant agreements |
| 16 | | and grant-related documents electronically and to provide for |

| 1 | | the public display of those documents on its website. All grant |
| 2 | | agreements and all grant-related documents, including progress |
| 3 | | reports, status updates, and final reports that nonprofit |
| 4 | | vendors are required to submit to the State, such as those |
| 5 | | filed pursuant to the Illinois Grant Funds Recovery Act, shall |
| 6 | | be submitted electronically to, and displayed publicly on, the |
| 7 | | database. Any nonprofit vendor that is incapable of |
| 8 | | electronically filing its grant agreements and grant-related |
| 9 | | documents shall submit a written statement to the Office |
| 10 | | attesting to the reasons for its inability to do so, and that |
| 11 | | statement shall be published by the Office on the database. |
| 12 | | Nothing in this amendatory Act of the 97th General Assembly |
| 13 | | shall be construed to impede the implementation of an |
| 14 | | Enterprise Resource Planning system. |
| 15 | | (c) The database created under subsection (b) shall include |
| 16 | | all information required to be published by subsection (b) that |
| 17 | | is available to the Office in a format the Office can compile |
| 18 | | and publish on the database. The Office shall update the |
| 19 | | database as additional information becomes available in a |
| 20 | | format that can be compiled and published on the database by |
| 21 | | the Office. |
| 22 | | (d) Each State agency shall cooperate with the Office in |
| 23 | | furnishing the information necessary for the implementation of |
| 24 | | this Section within a timeframe specified by the Office.

| 25 | | Section 99. Effective date. This Act takes effect January |
