AMENDMENT TO HOUSE BILL 5435

2    AMENDMENT NO. ______. Amend House Bill 5435 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Civil Administrative Code of Illinois is
5amended by adding Section 5-715 as follows:
 
6    (20 ILCS 5/5-715 new)
7    Sec. 5-715. Expedited temporary licensure for service
8members and spouses.
9    (a) In this Section, "service member" means any person who
10serves or has served in the United States Armed Forces or any
11reserve component of the United States Armed Forces or the
12National Guard of any state, commonwealth, or territory of the
13United States or the District of Columbia.
14    (b) Each director of a department that issues an
15occupational or professional license is authorized to issue an
16expedited temporary occupational or professional license,

1other than a license for a physician under the Medical Practice
2Act of 1987 or a license for a dentist under the Illinois
3Dental Practice Act, to a service member. The temporary
4occupational or professional license shall be valid for 6
5months after the date of issuance. The service member shall
6apply to the department in the format prescribed by the
7department. An application must include proof that:
8        (1) the applicant is a service member;
9        (2) the applicant holds a valid license for the
10    occupation or profession issued by another state,
11    commonwealth, possession, or territory of the United
12    States, the District of Columbia, or any foreign
13    jurisdiction;
14        (3) the applicant is assigned to a duty station in this
15    State or has established legal residence in this State; and
16        (4) a complete set of the applicant's fingerprints has
17    been submitted to the Department of State Police for
18    statewide and national criminal history checks.
19    (c) Each director of a department that issues an
20occupational or professional license is authorized to issue an
21expedited temporary occupational or professional license,
22other than a license for a physician under the Medical Practice
23Act of 1987 or a license for a dentist under the Illinois
24Dental Practice Act, to the spouse of an active duty member of
25the Armed Forces of the United States. The temporary
26occupational or professional license shall be valid for 6

1months after the date of issuance. The active duty member
2spouse shall apply to the department in the format prescribed
3by the department. An application must include proof that:
4        (1) the applicant is married to a service member;
5        (2) the applicant holds a valid license for the
6    occupation or profession issued by another state,
7    commonwealth, possession, or territory of the United
8    States, the District of Columbia, or any foreign
9    jurisdiction;
10        (3) the applicant's spouse is assigned to a duty
11    station in this State or has established legal residence in
12    this State; and
13        (4) a complete set of the applicant's fingerprints has
14    been submitted to the Department of State Police for
15    statewide and national criminal history checks.
16    (d) A department may adopt any rules necessary for the
17implementation and administration of this Section.
 
18    Section 10. The State Fire Marshal Act is amended by adding
19Section 5 as follows:
 
20    (20 ILCS 2905/5 new)
21    Sec. 5. Expedited temporary licensure for service members
22and spouses.
23    (a) In this Section, "service member" means any person who

1The active duty member spouse shall apply to the Office in the
2format prescribed by the Office. An application must include
3proof that:
4        (1) the applicant is married to a service member;
5        (2) the applicant holds a valid license for the
6    occupation or profession issued by another state,
7    commonwealth, possession, or territory of the United
8    States, the District of Columbia, or any foreign
9    jurisdiction;
10        (3) the applicant's spouse is assigned to a duty
11    station in this State or has established legal residence in
12    this State; and
13        (4) a complete set of the applicant's fingerprints has
14    been submitted to the Department of State Police for
15    statewide and national criminal history checks.
16    (d) The Office may adopt any rules necessary for the
