1    AN ACT concerning movable soccer goals.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Movable Soccer Goal Safety Act or Zach's Law.
 
6    Section 5. Definitions. As used in this Act:
7    "Movable soccer goal" means a freestanding structure
8consisting of at least 2 upright posts, a crossbar, and support
9bars that is designed:
10        (1) to be used by adults or children for the purposes
11    of a soccer goal;
12        (2) to be used without any other form of support or
13    restraint (other than pegs, stakes, augers,
14    counter-weights, or other types of temporary anchoring
15    devices); and
16        (3) to be able to be moved to different locations.
17    "Organization" means any park district, school district,
18sporting club, soccer organization, unit of local government,
19religious organization, business, or other similar
20organization that uses, owns, or maintains a movable soccer
21goal.
 
22    Section 10. Soccer goal safety and education policy.

1Movable soccer goals present a serious threat to the safety of
2children and adults from the dangers of unanchored or
3improperly anchored soccer goals tipping over. Care should be
4taken when installing, setting up, maintaining, moving, and
5properly securing a movable soccer goal. If an organization
6owns and controls a movable soccer goal, it must create a
7soccer goal safety and education policy that outlines how the
8organization will specifically address the safety issues
9associated with movable soccer goals.
 
10    Section 15. Tip-resistant movable soccer goals required.
11    (a) Beginning one year after the effective date of this
12Act, no commercial dealer, manufacturer, importer,
13distributor, wholesaler, or retailer may manufacture,
14re-manufacture, retrofit, distribute, sell at wholesale or
15retail, contract to sell or resell, lease, or sublet, or
16otherwise place in the stream of commerce, a movable soccer
17goal that is not tip-resistant.
18    (b) For purposes of this Act, a movable soccer goal whose
19inside measurements are 6.5 to 8 feet high and 18 to 24 feet
20wide does not qualify as tip-resistant unless it conforms to
21the American Society for Testing and Materials (ASTM) standard
22F2673-08 for tip-resistant movable soccer goals.
 
23    Section 20. Technical assistance for soccer goal safety. By
24June 30, 2012, the Department of Public Health shall provide

1technical assistance materials based on guidelines such as the
2Guidelines for Movable Soccer Goal Safety in order to improve
3soccer goal safety. The Department may make these materials
4available on its website.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.
