AMENDMENT TO HOUSE BILL 1079

2    AMENDMENT NO. ______. Amend House Bill 1079 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Property Control Act is amended by
5changing Section 6.04 as follows:
 
6    (30 ILCS 605/6.04)  (from Ch. 127, par. 133b9.4)
7    Sec. 6.04. Annually, and upon at least 30 days notice, the
8administrator may require each responsible officer to make, or
9cause to be made, an actual physical inventory check of all
10items of property under his jurisdiction and control and said
11inventory shall be certified to the administrator with a full
12accounting of all errors or exceptions reported therein. With
13respect to public universities, the Department of Central
14Management Services may require a listing of equipment items
15only for those items valued in excess of $2,000.

1    Section 10. The Board of Higher Education Act is amended by
2changing Section 7 as follows:
 
3    (110 ILCS 205/7)  (from Ch. 144, par. 187)
4    Sec. 7. The Board of Trustees of the University of
5Illinois, the Board of Trustees of Southern Illinois
6University, the Board of Trustees of Chicago State University,
7the Board of Trustees of Eastern Illinois University, the Board
8of Trustees of Governors State University, the Board of
9Trustees of Illinois State University, the Board of Trustees of
10Northeastern Illinois University, the Board of Trustees of
11Northern Illinois University, the Board of Trustees of Western
12Illinois University, the Illinois Community College Board and
13the campuses under their governance or supervision shall not
14hereafter undertake the establishment of any new unit of
15instruction, research or public service without the approval of
16the Board. The term "new unit of instruction, research or
17public service" includes the establishment of a college,
18school, division, institute, department or other unit in any
19field of instruction, research or public service not
20theretofore included in the program of the institution, and
21includes the establishment of any new branch or campus. The
22term does not include reasonable and moderate extensions of
23existing curricula, research, or public service programs which
24have a direct relationship to existing programs; and the Board

1may, under its rule making power, define the character of such
2reasonable and moderate extensions.
3    Such governing boards shall submit to the Board all
4proposals for a new unit of instruction, research, or public
5service. The Board may approve or disapprove the proposal in
6whole or in part or approve modifications thereof whenever in
7its judgment such action is consistent with the objectives of
8an existing or proposed master plan of higher education.
9    The Board of Higher Education is authorized to review
10periodically all existing programs of instruction, research
11and public service at the State state universities and colleges
12and to advise the appropriate board of control if the
13contribution of each program is not educationally and
14economically justified. Each State university shall report
15annually to the Board on programs of instruction, research, or
16public service that have been terminated, dissolved, reduced,
17or consolidated by the university. Each university shall report
18to the Board all programs of instruction, research, or public
19service that exhibit a trend of low performance in enrollments
20and degree completions and high expense per degree. Each
21university shall also report on any tuition increases for the
22upcoming academic year and any cost-saving measures undertaken
23during the previous fiscal year. The Board shall compile a
24report annually that shall contain information on tuition
25increases and cost-saving measures, new programs created,
26existing programs that have been closed or consolidated, and

1programs that exhibit low performance or productivity; and this
2report shall be submitted to the General Assembly. The Board
3shall have the authority to define relevant terms and timelines
4by rule.

6    Section 99. Effective date. This Act takes effect upon
7becoming law.".
