| AMENDMENT NO. ______. Amend Senate Bill 415, AS AMENDED, by |

| inserting the following immediately below the enacting clause:

| "Section 1. Legislative intention; assist our most |
| 5 |
| vulnerable citizens. It is the intention of the General |
| 6 |
| Assembly in enacting this legislation that, by applying the net |
| 7 |
| proceeds of the sale of general obligation bonds in the amount |
| 8 |
| of $2,230,000,000 authorized by this amendatory Act of the 96th |
| 9 |
| General Assembly to fund pension obligations of the State, an |
| 10 |
| equivalent amount will be made available for the State's |
| 11 |
| operational expenses in these times of fiscal crisis to help |
| 12 |
| fund programs and services provided by community-based human |
| 13 |
| service providers to ensure that we continue assisting the most |
| 14 |
| vulnerable of our citizens.".
