AMENDMENT TO HOUSE BILL 4077

2     AMENDMENT NO. ______. Amend House Bill 4077 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Election Code is amended by changing
5 Sections 4-105, 5-105, and 6-105 as follows:
 
6     (10 ILCS 5/4-105)
7     Sec. 4-105. First time voting.
8     (a) A person must vote for the first time in person and not
9 by a mailed absentee ballot if the person registered to vote by
10 mail, unless the person first provides the appropriate election
11 authority with sufficient proof of identity and the election
12 authority verifies the person's proof of identity. Sufficient
13 proof of identity shall be demonstrated by submission of the
14 person's driver's license number or State identification card
15 number or, if the person does not have either of those,
16 verification by the last 4 digits of the person's social

1 security number, a copy of a current and valid photo
2 identification, or a copy of a current utility bill, bank
3 statement, paycheck, government check, or other government
4 document that shows the person's name and address. Persons who
5 apply to register to vote by mail but provide inadequate proof
6 of identity to the election authority shall be notified by the
7 election authority that the registration has not been fully
8 completed and that the person remains ineligible to vote by
9 mail or in person until such proof is presented.
10     (b) The following forms of identification and proof of
11 residency shall be deemed sufficient for the purposes of this
12 Section and for persons voting for the first time after
13 registering at a Secretary of State driver's license facility:
14 (i) a university or college issued photo identification card,
15 with either a copy of the applicant's lease or any mail,
16 showing the delivery address, delivered to the applicant at
17 that address, or (ii) a government issued photo identification
18 card. The State Board shall post a list of these specific forms
19 of identification and proof of residency on its official
20 website, and printed copies shall be distributed at the time of
21 registration to each person who registers by mail or at a
22 Secretary of State driver's license facility.
