AMENDMENT TO HOUSE BILL 878

AMENDMENT NO. ______. Amend House Bill 878, on page 5, line 13, after "practices", by inserting the following: "consistent with the United States Environmental Protection Agency guidance document identified in subsection (a)"; and

on page 5, by replacing lines 21 through 26 with the following:

"(d) The Agency"; and

on page 7, by inserting below line 23 the following:

"(d) Nothing in this Act shall be construed to abrogate any civil cause of action for personal injury or death that currently exists under any other applicable law."; and

on page 8, by deleting lines 12 through 18; and

on page 9, by replacing lines 6 through 11 with the following:

"Section 40. Home rule. The regulation and licensing of firearms and ammunition use at sport shooting and training ranges, including the environmental effects of projectile deposition at sport shooting and training ranges are exclusive powers and functions of the State. A home rule unit may not regulate or license firearms and ammunition use at sport shooting and training ranges, including the environmental effects of projectile deposition at sport shooting and training ranges. This Section is a denial and limitation of home rule powers and functions under subsection (h) of Section 6 of Article VII of the Illinois Constitution.".
