SYNOPSIS AS INTRODUCED:

New Act

Creates the Broadband Access on Passenger Rail Act. Provides that the Department of Transportation shall deliver to the Governor and General Assembly by December 31, 2007 a plan for ensuring high speed data transmission services at fair and reasonable prices on all passenger rail systems maintained by the National Passenger Railroad Corporation in Illinois and passenger rail systems under the jurisdiction of the Commuter Rail Board. Provides that the plan shall include recommendations for acquiring necessary rights of way, installation of necessary infrastructure, operation of high speed data transmission services, and funding sources. Effective immediately.

AN ACT concerning telecommunications.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 1. Short title. This Act may be cited as the Broadband Access on Passenger Rail Act.

Section 5. Definitions. As used in this Act:

"Department" means the Department of Transportation.

"Passenger rail systems" includes all passenger rail systems maintained by the National Passenger Railroad Corporation in Illinois and those passenger rail systems under the jurisdiction of the Commuter Rail Board as established in Section 3B.08 of the Regional Transportation Authority Act. Section 15. The Department shall deliver to the Governor and General Assembly a plan for ensuring high speed data transmission services on all passenger rail systems in Illinois at fair and reasonable prices no later than December 31, 2007. The plan shall include recommendations for acquiring necessary rights of way, installation of necessary infrastructure, operation of high speed data transmission services, and funding sources.

Section 99. Effective date. This Act takes effect upon becoming law.
