AMENDMENT TO HOUSE BILL 3730

    AMENDMENT NO. ______. Amend House Bill 3730 on page 4, line 
3
16, after "materials.", by inserting the following:

""Reasonable suspicion" shall be construed using the 
5
reasonable person standard, in which a person in the same 
6
circumstances could reasonably believe another person has 
7
