 1                    AMENDMENT TO SENATE BILL 378

 2        AMENDMENT NO.     .  Amend Senate Bill 378  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The  Department  of  Human  Services Act is
 5    amended by adding Section 10-26 as follows:

 6        (20 ILCS 1305/10-26 new)
 7        Sec. 10-26.  Child care provider training.
 8        (a)  The Department of Human Services, through the  Child
 9    Care  Resource  and  Referral  Program,  must  expand current
10    education and training for child care providers to include  a
11    program that will educate child providers concerning:
12             (1)  the  importance of healthy brain development in
13        the first 3 years of a child's life;
14             (2)  the  identification   of   risk   factors   and
15        behaviors  that  indicate  that  a  child  needs  special
16        education or mental health services; and
17             (3)  how   to   provide   parents  with  appropriate
18        information regarding support  or  intervention  services
19        available   for   suspected  special  needs  or  for  the
20        behaviors identified in subsection (2).
21        (b)  Training available from the Child Care Resource  and
22    Referral  Program shall include the topics in subsection (a).

 1    Participation in the training is  voluntary  and  child  care
 2    providers are subject to a fee for attending the program.
 3        (c)  The Department of Human Services may adopt any rules
 4    necessary to implement this Section.

 5        Section  99.  Effective date.  This Act takes effect upon
 6    becoming law.".
