AMENDMENT TO SENATE BILL 184

2     AMENDMENT NO. ______. Amend Senate Bill 184 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Heart of Illinois Regional Port District
5 Act is amended by changing Section 120 as follows:
 
6     (70 ILCS 1807/120)
7     Sec. 120. Meetings; ordinances and resolutions; public
8 records. Regular meetings of the Board shall be held at least
9 once in each calendar month, the time and place of the meeting
10 to be fixed by the Board. Five members of the Board shall
11 constitute a quorum for the transaction of business. All action
12 of the Board shall be by motion, ordinance, or resolution,
13 except that any action authorizing the expenditure of funds in
14 excess of $5,000 must be by ordinance. The and the affirmative
15 vote of at least 5 members shall be necessary for the adoption
16 of any ordinance or resolution. All ordinances and resolutions
17 before taking effect shall be approved by the chairperson of
18 the Board. If the chairperson shall approve the ordinance or
19 resolution, he or she shall sign it. Those ordinances or
20 resolutions the chairperson shall not approve the chairperson
21 shall return to the Board with his or her objections in writing
22 at the next regular meeting of the Board occurring after the
23 passage of the ordinances or resolutions. If the chairperson
24 shall fail to return any ordinance or resolution with his or

1 her objections by the time required in this Section, he or she
2 shall be deemed to have approved it and it shall take effect
3 accordingly. Upon the return of any ordinance or resolution by
4 the chairperson with his or her objections, the vote by which
5 the ordinance or resolution was passed shall be reconsidered by
6 the Board. If upon reconsideration the ordinance or resolution
7 is passed by the affirmative vote of at least 6 members, it
8 shall go into effect notwithstanding the veto of the
9 chairperson. All ordinances, resolutions, all proceedings of
10 the district, and all documents and records in its possession
11 shall be public records, and open to public inspection, except
12 any documents and records that shall be kept or prepared by the
13 Board for use in negotiations, actions, or proceedings to which
14 the district is a party.

16     Section 99. Effective date. This Act takes effect upon
17 becoming law.".
